The HCS program provides individualized services and supports to persons with intellectual disabilities (IDD) who are living with their family, in their own home or in other community settings, such as small group homes.

What is Texas Home Living Program Services (TxHmL)?
This program provides selected essential services and supports to people with intellectual and developmental disabilities who live in their family homes or their own homes.

​​​​​​Who Faclilitates Enrollment in these Programs?
Local Intellectual and Developmental Disability Authorities (LIDDAs) are responsible for completing all enrollment activities for individuals seeking Texas Home Living (TxHmL) and Home and Community-based Services (HCS) waiver services.

Each LIDDA must designate staff to complete all enrollment activities, and these staff must complete the Department of Aging and Disability Services (DADS) online enrollment training, with at least one staff person designated to receive training on an annual basis.

Local Authorities are Designated Based on Geographical Locations thorughout the State of Texas
